IBM has announced its Development Engagement Service or DevEngage which is a hosted Ajax based tool which can be used by non programmers for cutting and pasting their own web form application. This interactive web forms builder can serve departmental applications quite well. It can aid those departmental developers who would like to automate their everyday tasks with forms based apps entering data into a database.

You don't even need to know Javascript and this tool will remind you of the wizard based environment of various office desktop applications. One can create forms based workflow by dragging and dropping spreadsheets or documents into a blank area. One can even mention details such as application name and behavior. After the application has been defined by the user it gets submitted to the back end hosted services where the code gets generated and then the user receives a link where one can get the web form.
